Lawyers Feng Haibin And Wen Yebin Were Invited To Attend The 2025 Annual Academic Conference Of The Shanghai Customs Law Research Association

Recently, the 2025 Annual Academic Conference of the Shanghai Customs Law Research Association and the Oriental Rule of Law Forum on "The Development and Improvement of Customs Law" were successfully held at the Dishui Lake International Campus of Shanghai Customs College. The conference was guided by the Shanghai Law Society and hosted by the Shanghai Customs Law Research Association and the Customs Law Research Center of Shanghai Customs College, with the Department of Customs Law of Shanghai Customs College as a co-organizer. More than 130 invited guests and representatives of contributing authors from customs, universities, and law firms across the country attended the conference.

At the opening ceremony, Professor Chen Hui, President of the Shanghai Customs Law Research Association and President of Shanghai Customs College, delivered a welcome speech. Lin Chuan, Deputy Director of the Policy and Regulations Department of the General Administration of Customs, and Shi Weidong, Executive Vice President of the Shanghai Law Society, also delivered speeches. The conference featured a main venue on "Development and Improvement of Customs Law" and two parallel venues on "Research on Issues of Customs Administrative and Criminal Law" and "Research on Issues of Customs Rule of Law Construction and Development." The discussions covered multiple important areas of customs law, providing participants with a comprehensive and in-depth exchange platform.

Feng Haibin, Managing Partner of Landing (Shenzhen) Law Firm and Founder of the Tariff & Customs Law Studio, and Wen Yebin, Lawyer and Studio Member of Landing (Guangzhou) Law Firm, participated in the main venue and parallel sessions as representatives of the contributing authors. Their paper, "Revisiting the Application of Agreed-Upon Tax Rates in Tax Calculation for Smuggled Ordinary Goods Cases," co-authored by Feng Haibin and Wen Yebin, was selected for the conference proceedings. This not only affirms their professional achievements but also demonstrates the profound strength of Landing's Tariff & Customs Law Studio in its deep cultivation of professional expertise.

At the closing ceremony, Professor Chen Hui, President of the Shanghai Customs Law Research Association and Principal of Shanghai Customs College, proposed three directions for future research on customs law: First, based on my country's customs law practice, the current situation where theoretical research lags behind practical development should be changed, and greater emphasis should be placed on original contributions in theoretical construction; second, with the increasing importance of customs law in the international legal system, the formulation and revision of a number of customs laws such as the Customs Tariff Law, and the growing attention paid to customs law research by more and more universities, research institutions, and judicial organs, the continuous improvement in the level and quality of customs law research indicates that customs law research will usher in a qualitative leap; third, the future direction of customs law research is to build an independent Chinese customs law knowledge system, shifting from relying on specific experience discussions to constructing an independent conceptual, categorical, and theoretical system, making customs law a true legal science.

Attorney Feng Haibin stated that theoretical research and practical application of customs law are inseparable and complementary. Theoretical research is a summary of practical application. The theoretical results, after refinement and summarization, can effectively guide the practice and application of customs law and customs tariff law. Based on the principle of "absolute professionalism" and deeply cultivating professional fields, the Landing Tariff Law and Customs Law Studio will continue to help enterprises comply with import and export regulations, actively offer suggestions for the improvement of customs law, and safeguard the high-quality development of foreign trade enterprises with professional expertise.
